The Mobile County Personnel Board is currently accepting online applications for LIBRARIAN IV on a continuous basis.

Once the Personnel Board creates the LIBRARIAN IV list, it will be valid for one year and Mobile Public Library will use the list throughout the year to fill vacancies.

Kind of Work

This is professional administrative work assisting the Library Director in planning, managing, coordinating and directing the operations of the Mobile Public Library.

Examples of Work

  • Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.)  Plans, directs and supervises public library services, operations and activities.
  • Provides advice, direction, and interpretation of library policies, mission, values and strategic direction.
  • Participates in the development and implementation of goals, objectives and priorities; ensures the maintenance of a viable collection of library materials to meet the needs of library patrons.
  • Participates in system wide management decisions; participates in the development and administration of an assigned budget.
  • Analyzes public service needs and makes recommendations.
  • Assists subordinate librarians in planning, coordinating and organizing specific functional, programmatic and physical aspects of library services and facilities.
  • Analyzes statistical data and historical records for the improvement of existing library services.
  • Assists the Library Director in planning for additional branch libraries and expansion of library services.
  • Provides estimates and forecasts of library operations to assist in short and long range planning.
  • Develops goals, plans and measurements for public services operations.
  • Speaks before civic and community groups and organizations regarding library services and policies.
  • Maintains effective working relationships with community leaders, public officials, professional groups, employees and the general public.
  • Performs related work as required.

Minimum Qualification Requirements

  • Attainment of a minimum of a master’s degree from a recognized college or university in library science and a minimum of five years’ progressively responsible experience in professional library work, including a minimum of three years administrative and supervisory experience at the level of Librarian III.

  • Thorough knowledge of community needs, customer interest levels, group and community interests.
  • Ability to supervise and coordinate the work of a large and dispersed library staff.
  • Ability to analyze, evaluate, plan and implement library services and operations and to develop sound recommendations.
  • Ability to lead and motivate others.
  • Ability to speak and write effectively.
  • Ability to establish and maintain effective working relationships with community leaders, public officials, professional groups, employees and the general public.

Distinguishing Features of the Work

An employee in this class is responsible for assisting in the management of Library operations, including Circulation, Reference Services, Youth Services and Technical Services and Automation.  Work is performed in accordance with established policies under the general direction of the Library Director with considerable latitude for the exercise of independent judgment and supervision is exercised over professional, technical, clerical and other employees.   A Librarian IV will assume the duties and responsibilities of the Library Director in the latter's absence.
